July 10, 2013 Scholars Panel Proposals for the 2017 CE Election Package

The Scholars Panel of The Alliance of True Democracy conducted a press conference today to introduce three  proposals on universal suffrage for 2017 CE Election. Details are as follows:

Proposals for the 2017 CE Election

Proposal A

(1)   Composition of the Nomination Committee:

  • About 1,200 formed along the lines of the current Election Committee + about 400 elected District Council members minus (the current seats elected by District Councilors) ~= 1,500 members

(2)   The Nomination Procedure:

For any person who meets the requirements in Article 44 of the Basic Law, and meets any ONE of the conditions below, the Nomination Committee should endorse his/her eligibility for popular election:

(a)   Gets the support of no fewer than one-tenth of the Nomination Committee members;

(b)   Gets the written endorsement of at least 2% of the registered voters in the geographical elections (around 70,000 to 80,000 voters by current figures).

(3)   The Popular Election Procedure:

  • The “two-round run-off” system will be adopted. If a candidate gets more than half of the valid votes, he/she will be declared elected CE.  If nobody gets more than half of the votes, the top two vote-getters will go to a run-off.  In the second round, the candidate that gets more votes will be declared elected CE.

Proposal B

(1)   Composition of the Nomination Committee:

l   The Nomination Committee should have about 400 members.  It should be directly elected by all registered voters in the geographical constituencies, by proportional representation, with the whole territory divided into about 20 districts.

For any person who meets the requirements in Article 44 of the Basic Law, and gets the support of no fewer than one-tenth of the Nomination Committee members,  the Nomination Committee should endorse his/her eligibility for popular election:

Proposal C

(1)   Composition of the Nomination Committee:

All the District Councilors elected in 2015, plus the Legislative Councilors elected in 2016

(2)   The Nomination Procedure:

For any person who meets the requirements in Article 44 of the Basic Law, and meets any ONE of the below conditions, the Nomination Committee should endorse his/her eligibility for popular election:
